Put up trellises and let vines cover them. This is a very beautiful solution. You could get something that's edible AND beautiful, like scarlet runner beans (they vine, have pretty red flowers, and big shiny nutritious beans). Or, something just flowery, like morning glories or moonflowers. Also, English ivy looks pretty if you just want a thick, leafy cover. Any combination of these would look good.
References :
I have a perfect screening plant for you that has bright colored flowers and is evergreen and will do fine in Miami. It's Oleander. Here's a link for you to look at and get a better idea of what the plant will do for you: http://www.floridata.com/ref/N/nerium.cfm Good luck!
References :
The question you need to ask yourself is if you are looking for a permanent or temporary solution.

The permanent solution is going to take longer to achieve, because you will be going for hedging material, probably evergreen, which will be purchased in a marketable size (in a pot) and so will take some time to get up to size. This solution also costs more initially.

Alternatively, one can put in beds of annuals that are tall-growing. The problem with this is that the plants are only as tall as they are advertised at in their full maturity, and will be much smaller while growing up to size. Sunflowers are an example.
