What plants are suitable for Delhi’s extreme hot and cold climates?

I want to grow some perennial evergreens that can withstand the extremes of Delhi’s summer and winters. Plants need to be either succulents (not cacti’s), herbaceous, ground covers or small shrubs. No trees, large shrubs, aquatic plants or marginals.
